South Africa Revives Water Quality Certification Program Amidst Environmental Challenges

In March 2022, South Africa took a significant step toward improving its water quality management by reviving the Blue and Green Drop certification program. This initiative, announced by President Cyril Ramaphosa during his State of the Nation Address, aims to monitor and enhance drinking water and wastewater quality across the nation. Water Diplomat

Background

The Blue and Green Drop reports, previously published by the Department of Water and Sanitation (DWS), assess the performance of water supply and wastewater treatment systems. However, the publication of these reports ceased in 2014, leading to concerns about the state of water quality management in the country. BusinessTechWater Diplomat

Recent Findings

In the years leading up to the program’s revival, several reports highlighted critical issues:Polity+4Water Diplomat+4BusinessTech+4

  • In 2019, South Africa’s Voluntary National Review on Sustainable Development Goals indicated a decline in households with access to water, from 87.5% in 2015 to 86.4% in 2017. Water Diplomat
  • A 2021 civil society survey of wastewater treatment facilities in 142 towns found that 122 did not comply with minimum wastewater standards. Water Diplomat+1BusinessTech+1
  • The Department of Water and Sanitation reported that 56% of the nation’s 1,150 wastewater treatment plants were in poor or critical condition, with 75% of 910 municipal wastewater treatment systems scoring less than 50% compliance with national standards. Water Diplomat

Government Action

Responding to these challenges, the South African Human Rights Commission recommended declaring the failing wastewater systems and water pollution a national disaster. They also called for the reintroduction of the Blue and Green Drop quality measuring system and suggested that the Department of Water and Sanitation take direct control of the water and sanitation department of the City of Tshwane. Water Diplomat+1BusinessTech+1

The revival of the Blue and Green Drop certification program is part of Operation Vulindlela, a government initiative aimed at reversing the decline in public services experienced during the previous administration. Water Diplomat

Looking Ahead

The reintroduction of this certification program signifies a renewed commitment to improving water quality and sanitation services in South Africa. By setting clear standards and monitoring compliance, the government aims to address existing challenges and work towards sustainable water management solutions for the future.Water Diplomat
