The Democratic Alliance (DA) is demanding immediate intervention by the Auditor-General to investigate the alarming surge in costs associated with Phase 2 of the Lesotho Highlands Water Project (LHWP). Originally budgeted at R8 billion in 2008 (approximately R19 billion adjusted for inflation), the project’s expenses have escalated to R42 billion by the end of the previous administration, marking an unprecedented R11 billion increase within a single year.
Stephen Moore, DA Deputy Spokesperson on Water and Sanitation, has expressed grave concern over this financial mismanagement, emphasizing that such a substantial cost overrun is unacceptable. He urges Minister of Water and Sanitation, Senzo Majodina, to formally request the Auditor-General to conduct an immediate investigation into the matter.
The LHWP Phase 2 is a critical infrastructure project aimed at securing water supply for approximately 16 million residents across Gauteng, the Free State, and North West provinces. The project’s escalating costs are expected to burden ratepayers, with bulk water boards facing significantly higher charges for water extraction, leading to increased municipal costs and, consequently, higher household water bills.
Moore highlights the urgency of the situation, stating that the escalating costs will inevitably impact households already grappling with financial strain. He calls for immediate and decisive action from the Department of Water and Sanitation to prevent a deepening crisis and ensure that the fundamental human right to access affordable water is upheld.
The DA’s call for an Auditor-General probe underscores the need for transparency and accountability in the management of public funds, particularly concerning essential services like water supply. As the project progresses, it is imperative that all stakeholders work collaboratively to address these financial challenges and ensure the successful completion of the LHWP Phase 2 without further undue financial burden on South African citizens.
